The Charleston Police Department is seeking the public’s assistance in locating Richard Ty’quan Gilliard. Mr. Gilliard (goes by Ty’quan) was last seen around midnight on September 21st in the area of Meeting Street and Pittsburgh Avenue. He is believed to be on foot and wearing a brown and white hoodie, acid washed jeans and carrying a blue bag. Mr. Gilliard has a tattoo on his face and a tattoo on his left forearm that states, “Allianna.” He is 24 years old, 6’3 in height and weighs 165 pounds.
