City of Charleston announces storm readiness measures

City of Charleston News Flash Posted on September 27, 2025

The City of Charleston has outlined operational steps to prepare for potential impacts from a tropical system. Residents will have access to self-serve sandbags on Sunday and Monday, and free storm parking for City of Charleston residents will begin Monday at noon at three municipal garages. The city will continue sharing updates throughout the weekend as the forecast evolves.

Sandbag distribution (self-serve)

  • Sunday, Sept. 28, 8:00 a.m.–5:00 p.m.
  • Monday, Sept. 29, 8:00 a.m.–5:00 p.m.

Locations:

  • Hampton Park (Peninsula): Parking lot by the ball field — Mary Murray Dr @ Ashley Ave
  • Bayview Soccer Complex (James Island): 1051 Fort Johnson Rd — pickup in back lot
  • Catholic Diocese Site (West Ashley): 1662 Ingram Rd

Please bring your own shovel if possible. Quantities are limited; be considerate of neighbors.

Free storm parking — City of Charleston residents only (opens Monday at 12:00 p.m.)

  • Visitor’s Center Garage: 63 Mary St, Charleston, SC 29403
  • 99 WestEdge Garage: 99 Westedge St, Charleston, SC 29403
  • Charleston Tech Center Garage: 997 Morrison Dr, Charleston, SC 29403

How it works:

  • Cars only — no boats, trailers, or golf carts.
  • Pull a ticket when entering; attendants will assist at exit.
  • If no attendant is present, press the black assistance button or call the number on the call box and state you parked due to flooding (have your name and City address ready).
  • Final exit time and any additional garages will be announced on City channels and posted at garage entrances.

City actions underway

City crews are clearing storm drains and roadside ditches in known trouble spots; pre-positioning temporary pumps in low-lying areas; staging barricades for quick street closures; lowering water levels at Colonial Lake and Lake Dotterer; adjusting staffing across Public Service, Stormwater, Police, Fire, Recreation, and Communications; and coordinating with Charleston County and the National Weather Service.

Safety reminders

  • Turn around, don’t drown. Never drive through standing water.
  • Secure outdoor items and clear gutters/drains near your property.
  • Charge phones and backup batteries; have flashlights and needed medications ready.
  • Stay weather-aware and consult official forecasts before traveling.

The City of Charleston will continue to provide information throughout the weekend via email, social media, and charleston-sc.gov as the track and timing become clearer.
