FEMA Hazard Mitigation Assistance Resources
The City of Charleston is currently preparing submissions to the South Carolina Emergency Management Division (SCEMD) to compete for federal funds under the Hazard Mitigation Assistance programs administered by the Federal Emergency Management Agency (FEMA). These programs provide funding assistance for a wide range of flood mitigation projects, including for individual properties that have experienced damage from flooding events.

Citizens who would like to volunteer to participate in the grant programs are invited to apply to the City for consideration of inclusion in the package that will be submitted to SCEMD and FEMA.

If you choose to participate and your property is selected to be included in one of the grant applications, you may opt out of the program at any time prior to the funds being received.

Below are links to resources about each of the Hazard Mitigation Assistance programs as well as four forms that must be submitted to the City to participate.

Please read these materials carefully, as the information you provide will determine your eligibility for these programs and incomplete packages cannot be considered.

FEMA Hazard Mitigation Assistance Grant Programs Information
The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Hazard Mitigation Assistance (HMA) programs present a critical opportunity to reduce the risk to individuals and property from natural hazards while simultaneously reducing reliance on Federal disaster funds.

2018 Flood Mitigation Assistance (FMA) Grant Program
Provides resources to assist states, tribal governments, territories and local communities in their efforts to reduce or eliminate the risk of repetitive flood damage to buildings and structures insurable under the National Flood Insurance Program (NFIP).

Homeowner’s Guide to the Hazard Mitigation Grant Program
Helps communities implement hazard mitigation measures following a Presidential major disaster declaration. The objective is to support cost-effective measures during recovery that will reduce the risk of physical and social impacts from future disasters.

2018 Pre-Disaster Mitigation (PDM) Grant Program
Provides resources to assist states, tribal governments, territories and local communities in their efforts to implement a sustained pre-disaster natural hazard mitigation program.

FEMA Property Acquisitions for Open Space FAQs
Each year, flooding causes millions of dollars’ worth of property damage. This creates a heavy burden for many, especially the property owners whose homes are flooded and damaged. After the flood, many property owners struggle with the difficult decision of whether to return to the flood-prone area to repair and rebuild. For some, participating in an acquisition or buyout project may be the answer.


Required Forms for Submission
If you are interested in participating in these programs, please complete all enclosed documents and provide the supplemental information requested. Upon receipt, the City will determine the eligibility of your project. Complete participation packages may be submitted to the City by the contact methods below. Your personal information is protected by the Federal Privacy Act of 1974 and will be held confidentially by City staff. All submissions are due to the City no later than December 31, 2018.

Please note that submittal of the participation package does not guarantee inclusion in the City’s grant applications or that your project will receive mitigation assistance funds. The number of properties that may be included in the City’s applications is limited and the City’s applications will be reviewed competitively against applications from other applicants in South Carolina and the United States. The review and award of these grant applications requires considerable ongoing coordination between the property owner, the City, SCEMD, and FEMA, and there is no guaranteed timeline for completion of projects included in the applications.
