The TRC reviews site plans and subdivisions for compliance with City of Charleston codes.
The TRC exists to help people working in Charleston get development projects designed and permitted in the most efficient manner possible. Like all cities, Charleston has a set of laws established by City Council that are intended to protect the health and safety of citizens. These laws often are also for the purpose of improving the quality of design and construction in Charleston. Since there are multiple City departments responsible for administering these laws it is beneficial to have development review coordinated to avoid confusion and delay. That is the purpose of TRC.
The review committee consists of representatives from multiple city departments/divisions including:
Plans for TRC staff reviews are to be provided digitally; paper submittals will not be accepted. Applications and plans in PDF format should be submitted directly via email to Scott Valentine, TRC Coordinator. Please note, 50MB is the maximum file size that can be received via email; contact staff directly to discuss larger files.
Submittals are due by 12:00 PM each Deadline Day listed on the Schedule of Deadlines . Non-compliant or incomplete submittals will not be accepted. Once a submittal is accepted and the required fees are paid, the project review will be added to a TRC Meeting Agenda per the Application Matrix.
Submitting for eReview through CSS
Starting January 2023, all TRC submittals for Pre-App (Site Plans) or 1st review are to be uploaded to the City's Customer Self Service Portal (CSS) for "eReview". Reference the associated SOP in the ADDITIONAL FORMS AND GUIDESsection below.
Applicants will then coordinate with the TRC Coordinator to ensure all required documentation has been provided, application fees are paid, and the submittal is added to the appropriate meeting agenda. The TRC Coordinator will then create a BlueBeam Studio Session for TRC review staff to access and evaluate the submittal files. Staff review comments will be added to the plans and be made available to the applicant on the project's CSS Page.
