Housing & Community Development

The Department of Housing and Community Development coordinates the provision of various housing, community and economic development programs in partnership with a number of organizations that include non-profit and for-profit developers.

The department is responsible for:

  • Creating, facilitating, and implementing activities and programs which stimulate community and economic development
  • Expanding the supply of available housing
  • Stimulating the construction and rehabilitation of housing for persons of very low, low, and moderate incomes in Charleston's neighborhoods

The Affordable Housing Dashboard is intended to increase transparency and collaboration around the creation of affordable housing in the City of Charleston. It shows all proposed and existing affordable housing in Charleston, and is updated on a nightly basis.

Housing and Community Development Funds

The Department of Housing and Community Development (DHCD) annually awards Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Housing Opportunities for Persons With AIDS (HOPWA) funding to organizations that provide services to citizens in the City of Charleston. HOPWA funding is also used to provide services to residents in the Charleston- North Charleston, Metropolitan Statistical Area or MSA.
