About the Division
The Building Inspections Divisions enforces adopted codes pertaining to new building construction and existing buildings through our plan review and inspections process. The Division is responsible for issuing all permits related to construction of commercial and residential projects within the City of Charleston. Through our plan review process we are able to ensure compliance with all state and local building codes and ordinances. Our goal is to provide the residents of the City with a safe and reliable built environment. 

Permit Center Hours of Operation: 
M-F, 8:30 a.m. - 5:00 p.m.
Closed Saturday and Sunday. 
(Includes permit issuance, business licensing, BAR, DRB, Zoning, and code review) 
 

Inspector Hours:
M-F, 7:30 a.m. - 4:00 p.m.
No Saturday or Sunday inspections

NOTICE: The South Carolina Building Code Council has indicated the 2015 state building code adoption is complete and implementation is set for July 1, 2016.  The South Carolina Codes (these are the International Code Council codes with the South Carolina modifications included) will be available shortly through ICC

  • The City of Charleston has ratified an ordinance to amend floodplain regulations for structures located in A, AE, or V flood zones. The ordinance changes the definitions of Freeboard, Substantial Improvement, and Substantial Damage and how they relate to compliance with flood regulations. Details about the ordinance revisions can be found here.

  • The 2009 International Energy Conservation Code (IECC) was adopted by the State of SC on January 1, 2013. All projects submitted will require compliance with the updated codes. 

  • The 2012 "I" Codes were adopted by the State of SC and City of Charleston on July 1, 2013. All projects submitted will require compliance with the updated codes.
