Zoning regulations address the use of property, the location, size and height of buildings, parking requirements, the protection of trees, landscaping requirements, the use of signs and other aspects of land use and development. These requlations are contained in the Zoning Ordinance.Also included in the Zoning Ordinance are rules for subdividing property, and procedures for administering and amending zoning regulations.
Two Boards of Zoning Appeals hear requests for variances to zoning regulations, zoning special exceptions and appeals to administrative decisions. Zoning variance requests must meet the "variance test" set by the State of South Carolina. To approve special exceptions, the Board must determine whether a specific proposal satisfies conditions set forth in the Zoning Ordinance.
The Zoning Division, within the Department of Planning, Preservation and Sustainability, is responsible for administering zoning regulations by assisting the public with questions and reviewing construction plans and development proposals. Violations are enforced through the City's Livability Court.
