Housing Rehabilitation
The housing assistance programs administered by the City of Charleston, and supported by the US Department of Housing and Urban Development (HUD), are designed to reconstruct and enhance owner-occupied houses in designated areas in the City of Charleston.The Capital Projects Housing Division, Parks Department is supported with funding allocated to the City of Charleston from the Department of Housing and Urban Development (HUD). The division manages several programs that assist with facilitating the provision of safe, decent and affordable housing. The programs include; the roof repair and substantial rehabilitation programs for owner-occupied residences and the rental rehabilitation program. The Rental Rehabilitation Program provides assistance to small developers rehabilitating rental properties to increase the number of affordable rental properties available to low and moderate-income residents. The Capital Projects Housing Division also offers loans and deferred loan programs to assist homeowners who meet program guidelines, with the cost of conducting repairs to their homes. Funds for these programs are provided by:
- the Community Development Block Grant Program
- the State Housing Finance and Development Authority
- Federal Home Loan Bank
- the HOME program
- private lenders
The Redevelopment and Preservation Commission (RPC) supports the Capital Projects Housing Division. The purpose of the Redevelopment and Preservation Commission shall be to assist in the creation and implementation of programs and policies to administer housing rehabilitation and housing development programs and stimulate community development and neighborhoods revitalization programs in accordance with local, State and federal legislation. The Redevelopment and Preservation Commission is comprised of twelve (12) members consisting of the mayor and eleven (11) members appointed by the mayor and subject to the approval of city council, two of which shall be members of the community development committee of city council. Members shall be appointed annually at the first meeting of council in January from year to year.
